AT&T Offers internet service in home for as low as $10 per month if you qualify under their income guidelines or participate in the federal free and reduced lunch program. RISD is a Community Eligibility Provision district and all students recieve free lunch regardless of income. While not certain, it's possibe that AT&T will accept that as a qualifier for this program. It may not hurt to ask.
"Households with household incomes below 135% of Federal poverty guidelines, participating in the Supplemental Nutrition Assistance Program (SNAP) and/or participating in the Federal school lunch program or the Head Start program. No outstanding debt for AT&T fixed Internet service within the last six months."
